Positive Change in Action

The Rheinland-Pfalz region was hard hit by the massive troop withdrawal in West Germany. The fall of the Berlin Wall initiated a multinational troop reduction, which in turn initiated structural, financial and development challenges in the region. 620 properties amassing 12.000 Hectares were returned. The region also gained many civilian properties such as post offices, railway stations and other industrial buildings all of which needed to be regenerated to functioning businesses or facilities.

By 1992 the region had already prepared itself for these drastic changes by preparing conceptual blueprints of how to regenrate the civil, employment and business sectors on the former military properties. The goal was to work together with the communities to develop solutions that met their specific need while making use of the available resources. This meant involving all aspects of the community from businesses to various institutions, from social organisations to universities an from private to public investors. Every opinion and idea mattered, thus creating viable solutions that could be put into action.
 
Innovation and massive restructering is a key element to the success of Rheinland-Pfalz. Many drastic structural changes were made to the areas hit the hardest. However, the structural changes proved to be advantageous for many locations as they brought out the very best in business and development potential.

The combination of the positive demographic developments and business circumstances required new financial concepts and strategies. The creation of the Public-Private-Partnership (PPP) businesses model allowed for efficient, organized and successfull project financing and management.
